Mission
DDOT shall manage and implement transportation improvement plans and projects; manage and construct capital projects; conduct studies, review, and approve construction materials utilization and ensure that the transportation system is maintained to the highest standards; and administer the full range of processing required to execute construction contracts for transportation. (DDOT Establishment Act, D.C. Code § 50-921.04).
DDOT shall review and approve public space permit requests for work within public rights-of-way, including private use and utility work public space requests. (DDOT Establishment Act, D.C. Code § 50-921.04.

Construction and Traffic Control (Work Zones)
DDOT shall commit to reducing congestion in and around work zones without compromising the safety of workers and the public. Traffic control plans submitted with construction permits must replicate the existing pedestrian pathways as practically as possible, in order to ensure that the routing of pedestrians, bicyclists, and other vehicles around a work zone is safe.

Project Delivery
There are various approaches for DDOT to deliver projects in the District. The Design-Build Manual describes the Department’s procedures  for  evaluating  and selecting  a  project  delivery  method.  The  manual  also provides guidance for administering a competitive sealed proposals procurement using alternative value added delivery methods.
