Impact on transit and other mode choices

• Are TNCs shifting trips from transit? Which trips?
• Are people sharing rides?
• What is the impact on personal vehicle ownership and usage?

Impact on congestion

• Are TNCs causing increased congestion? And how? (double parking, dwelling/loitering; increased vehicle trips; extra VMT between trips)
• How many trips are during congested time and in congested areas?
• Are TNCs creating new trips or increasing the capacity of existing vehicle trips?

Impacts on curbside uses

• What is the impact on parking demand and revenues? Asked with an eye toward the potential for charging for TNC access
• PUDO zone effectiveness
• Curbspace allocation (part of the analysis with other modes)

Safety

• Driver safety - more or less crashes?
• PUDO activity - pedestrian impacts?
• Decreased DUIs?

Equity: providing access for all?

• Who is using TNCs? Are all areas, ages, and abilities able to use? Are there differences in their usage?
• Are TNCs filling system gaps?
