Dear Chairperson Thomas,

Pursuant to the “Administrative Procedure Amendment Act of 2000” D.C. LAW 13-249 (48 DCR 3491 April 20, 2001), the District Department of Transportation (DDOT) is required to give a written notice of our intent to modify traffic and/or parking requirements. This letter is being forwarded to you for the purpose of notification and solicitation of comments on our intent to implement the following modifications in your jurisdiction:

  • Restrict T Street, NE to full time One-Way eastbound roadway between Lincoln Road, NE and 2nd Street, NE. Modify all signage and pavement marking along the streets and at adjacent intersections to accommodate the new change.
  • Install proposed contraflow bike lane and corresponding signage along T St, NE, which will allow cyclists to travel westbound in a bike lane on these blocks (see example).
  • Convert Todd Place NE from eastbound to westbound between North Capitol St, NE to 2nd Street, NE to support overall traffic circulation in the area.

This modification is a result of the analysis performed by DDOT in response to neighborhood traffic safety concerns for pedestrians, bicyclists, and vehicular traffic users of the roadway. All comments on this subject matter must be filed in writing by Friday, May 21, 2021 (fifty-one business days after the date of this notice), with the District Department of Transportation (DDOT), Transportation Operations Administration at 250 M Street, SE, Washington, D.C. 20003.
