Re: C Street NE and 3^rd Street NE Contraflow Bike Lanes

Dear Chairperson Wirt and Commissioner Healey,

Pursuant to the “Administrative Procedure Amendment Act of 2000” D.C. LAW 13-249 (48 DCR 3491 April 20, 2001), the District Department of Transportation (DDOT) is required to give a written notice of our intent (NOI) to modify traffic patterns and/or parking configurations. This letter is being forwarded to you for the purpose of notification and solicitation of comments on our intent to implement the following in your jurisdiction:

DDOT will reconfigure C Street NE from 2^nd Street to 4^th Street and 3^rd Street NE from East Capitol Street to Massachusetts Ave to include a contraflow bike lane pattern on both streets.  This project was developed following identification of these segments for full or partial repaving in 2021, and is part of a new initiative to make enhanced pavement marking changes when streets are repaved in order to efficiently use public resources and to make strides towards the Mayor’s Vision Zero goals.  Both C Street and 3^rd Street today have a very wide travel lane that can fit contraflow bike lanes.  As part of all DDOT repaving projects going forward, there will be changes to intersections to ensure that work follows our design and engineering manual (DEM) standards for parking setbacks and visual clear zones.  We are sharing two concepts as part of this NOI which we would like your feedback on prior to the conclusion of the comment period.

All comments on this subject matter must be filed in writing by July 8th, 2021 (fifty business days after the date of this notice), with the District Department of Transportation, Transportation Operations Administration, 250 M Street, S.E.
