Configuring RCE for Editing

Introduction

This is a guide to collecting GIS data using ESRI's Roads and Highways Roadway Characteristics Editor (RCE).  

To edit Roads and Highways, you will need the following:

  • Be on-site at DDOT 55 M ST NE or connected via DDOT/DCGov VPN
  • DDOT Network username/password
  • Have GIS edit access to RCE 

Setting up RCE

Snapping  

AS OF ARCGIS VERSION 10.4.1, YOU WILL NEED TO SET UP SNAPPING AT THE START OF EVERY SESSION.

Snapping is a critical component to good RCE work.  Typically, DDOT works block to block in the data collection workflow; it's very important to that you have the ability to snap to the intersections exactly.  Not doing this will introduce tiny gaps or overlaps in the data that cause big headaches for our department.  Always set up snapping.

 

  1. Open the RCE Lanes editor.

  2. Enter your secured username/password.  
  3. Under 'Edit' ribbon, enable snapping
  4. Select 'Snapping Options' and make the following changes:
  5. In the 'Map' tab, make sure all Lane layers are checked on (1-10).

Attribute Sets

Roads and Highways Attribute Sets provide the user with the ability to create customized attribute templates.  For example, if you have a large number of roadway attributes, but you're only interested in querying a few - you can weed out what isn't relevant for querying or editing with Attribute Sets

Inventory Direction (Orientation)

When collecting roadway data, is it important to understand the way in which orientation works. In most cases, you can focus your direction based on what quadrant you are in.  

Generally:

  • If you are in the Northwestern Quadrant, centerline direction goes from South to North and East to West.
  • If you are in the Northeastern Quadrant, centerline direction goes from South to North, and West to East.
  • If you are in the Southwestern Quadrant, centerline direction goes from North to South, and East to West.
  • If you are in the Southeastern Quadrant, centerline direction goes from North to South. and West  to East. 
  • Exceptions:  There are a few, but for example, Florida Avenue NW does not always conform to this.

Adding New Event Data

  1. In the "Edit" Tab, select "Add Line Events". 

  2. Select the arrow next to "Route ID:" in the dialogue box.  This will allow you to choose the street segment you would like to edit. It will highlight in a bright blue color. We will use Scott Rd as an example, remember the orientation is to the west.

  3. Choose the start of the street segment (1) for your "From" selection. This point should turn green.
  4. Choose the end of the street segment (2) for your "To" selection. This point should turn red.
  5. Rule of thumb, your "To" measure value should always be higher than your "From" This shows that you are going in the right direction.
  6. Select "Retire overlaps" & "Merge coincident events" & select next
  7. Select "Show Layer names" This allows you categorize each specific lane and/or divider individually by type,direction, and width.
  8. Select save.    

Checking Your Work

Use Road Analyzer to check edits.

Correcting Mistakes (retiring events)

Occasionally, you may enter a roadway edit that needs to be corrected or removed.  Here's how to code a 4-lane roadway from a 5-lane roadway: Retire event

Follow these steps:

  1. In RCE click on the Map Tab
  2. Select Layers
  3. Make sure the layer(event) you want to retire is selected (Checked). Only the first 4 lane events are checked by default. So select Lane 5Click the Edit Tab and select the Rectangle icon as in the screenshot 
  4. Make sure the event you want to retire appears in the Layer: Combo/Dropdown box, in this case we select Lane5
  5. The last 3 steps conclude the retirement procedure
  6. Select the roadway segment where you want to retire Lane (See 1 in the screenshot above) and the Event Attributes table appears below the map.

  7. In the Event Attributes table 'Double-click' the ToDate field and enter a date (eg; current date)
  8. Click the Save button. A popup window appears

  9. Leave default options and click Ok to close popup window

  10. Repeat steps 5 through 10 if there is/are still event(s) to retire.

  11. Close Event Attributes table
