Re: Notification for the Installation of the Kenyon St NW Protected Bike Lane

Dear Chairperson Wray,
Pursuant to the “Administrative Procedure Amendment Act of 2000” D.C. LAW 13-249 (48 DCR 3491 April 20, 2001), the District Department of Transportation (DDOT) is required to give a written notice of our intent to modify traffic and /or parking requirements. This letter is being forwarded to you for the purpose of notification and solicitation of comments on our intent to implement the following in your jurisdiction.
DDOT proposes to:
The existing conditions of Kenyon St NW are one westbound one-way travel lane with Resident Permit Parking on the south side of the street and a rush hour lane on the north side of the street. The rush hour lane on the north side of Kenyon St NW is parking restricted from 7AM to 9:30 AM and 4PM to 6:30PM, Monday-Saturday. The rush hour lane also has a street sweeping parking restriction Monday 12:30 to 2:30 PM March 1 through October 31, except holidays. The Resident Permit Parking on the south side of the street has a street sweeping parking restriction from 7Am to 7PM on Tuesdays, March 1st through October 31st, holidays excepted. The type of parking will not be affected by the installation of the Protected Bike Lane. The proposed design for the roadway will provide space for the two way protected bike facility, full-time Resident Permit Parking, and one travel lane for the majority of the corridor.
This segment is an important step in expanding the protected bike lane network, now also used
by scooters and other personal mobility devices. It will connect the Crosstown Cycletrack to points east and west along Kenyon St NW. This follows from the 2016 Crosstown Multimodal Transportation Study, which recommended closing a major gap in the bike network by building a safe east and west bound bikeway along the Kenyon Street NW corridor. In 2017, DDOT initiated a project to conduct safety, traffic, parking analysis, and public outreach to determine the alignment for this bikeway. This plan was developed with extensive public and interagency input, including a public open house and pop-up event that demonstrated the proposed protected bike lane on Kenyon NW. ANC commissioners were invited to (and many attended) the public meeting and pop-up event. A full timeline of outreach events is below:
