Mission

DDOT shall provide a provision of a temporary parking permit for bona fide visitors of residents.

Concurrently, DDOT shall strive to create a new, more flexible VPP program. (2013 Parking Action Agenda, §3.2, p.11)

DDOT shall allocate and regulate on-street parking; develop a city-wide management program to balance the needs of parking in support of economic development; and establish parking and curb regulations. (DDOT Establishment Act, D.C. Code § 50-921.04).

Procedures & Services

There are three types of visitor parking permits that can be used to provide temporary Residential Permit Parking (RPP) privileges:

  • Visitor Parking Pass - an annual pass that households in Wards 1, 3, 4, 5, 6, 7, 8, and Advisory Neighborhood Commission (ANC) 2F may request from DDOT. 
    • Additionally, ANC areas in Ward 2 may be added into the annual visitor parking pass (VPP) program if:
      • The ANC, by resolution, votes to request that DDOT add the ANC area to the annual VPP program area; and
      • DDOT adds the ANC area to the annual VPP program by rulemaking.
    • Each housing unit located on a residential permit parking block (or any block in Ward 1), shall be eligible to receive one (1) annual visitor parking pass.
    • Each annual visitor parking pass shall:
      • Authorize a person using the pass to park a vehicle only in the ANC area designated on the pass; and
      • Be valud during a single calendar year (from January 1 through December 31).
  • Temporary Visitor Parking Permits - 15 day temporary parking permits issued by the local Metropolitan Police Department (MPD) station or substation to District residents on behalf of their visitors or their contractors. 
  • Temporary Home Health Care Provider Parking Permits - 60 day  temporary parking permits issued to home health aides by the DMV.
Additionally, a fee can be levied for a visitor parking pass or visitor permit to cover the administrative cost of the program

The District Department of Transportation (DDOT’s) new ParkDC program combines the former annual visitor parking pass and the temporary (15-day) parking permits. You must have a valid District DMV driver’s license or non-driver identification card to use ParkDC permits as a resident.


Procedures & Services

Anyone visiting a DC resident may request a visitor parking permit (VPP) through the ParkDC program. A VPP may be used by people visiting from out-of-town and by residents who live in other neighborhoods. Rather than relying on the manual process managed by MPD District personnel, residents or visitors may now obtain visitor parking passes in any of the following ways:

  • Visit the ParkDC permits website.
  • Download the ParkDC permits mobile app from the Apple Store or Google Play.
  • Visit kiosks located at MPD District Stations, DDOT Headquarters, and the DDOT Permit Office.
  • Call the DDOT Call Center at (202) 671-2631.

Requirements: 

  • The printout should be displayed with the “Visitor Parking Permit” logo face up and on your dashboard.
  • The license plate number on the permit must match the one displayed on the vehicle.
  • The vehicle must be parked in the correct ANC.
  • The permit must have a future expiration date.
